When you’re working with reporting, you can download a report only after it has finished running and is marked Completed in the Report Status. Saving the report definition doesn’t produce data, so there’s nothing to download yet. Being shared with you might give access, but it doesn’t guarantee that the run has finished. Maintenance windows aren’t the trigger for downloads; they’re just times when the system might be unavailable. If the run is still in progress or has failed, download isn’t available. So the moment you can download is after the report runs and the status shows Completed.
